Reconsideration
Applicants, students, doctoral students, and Habilitierende may appeal binding decisions on individual matters made by the University (Verwaltungsakte). These may include notifications related to admission procedures, tuition fees, decisions on examinations, fee notices, and general matters affecting students.
The reconsideration proceeding (Widerspruchsverfahren) permits administrative decisions with which the affected parties disagree to be reviewed internally as to their legitimacy and expediency and, where appropriate, reversed or amended. The reconsideration procedure is initiated by filing an application for reconsideration and concluded by pronouncement of an official decision—provided the application for reconsideration is not withdrawn before a decision is pronounced. Applications for reconsideration may be withdrawn at any time up until to the pronouncement of a decision without any costs being incurred by the appellants.
Please note: Special admissions applications outside the bounds of fixed capacities are not permissible (providing they are not for programs in medicine, dentistry, or pharmacy) and will not be handled by the University.
Further information on the reconsideration proceeding is available in the PDF guide Handreichung Nr. 2 compiled by Quality Management and Legal Affairs (Sec. 31). If you have any questions about pending reconsideration proceedings relating to examinations or admissions (rejection on formal grounds), you will find further details (in German) here.
