Coordinated succession procedure (25 February – 31 March)
Note on participation in the coordinated succession procedure
You will find out whichprograms are taking part in the coordinated succession procedure at this point towards the end of the coordination phase.
The coordinated succession procedure involves the succession procedure itself and a lottery procedure. The succession procedures takes place before the lottery procedure. This means that, first, the participating degree program is reviewed to determine whether there are still applicants from the coordination phase who could not be allocated a place (not eligible for admission) and who are now taking part in the coordinated succession procedure. If places in a degree program are still vacant and no further admissions are possible because the applicants do not meet the criteria, a lottery procedure for the degree program in question takes place.
The succession procedure
Conditions of participation
Only those prospective students may take part who were not admitted in the previous coordination phase and who applied to the DoSV degree program.
If, for example, you would like to take part in the succession procedure for law (Staatsexamen), you must have already applied in the application period (1 December – 15 January) for the law degree program and you may not have been admitted to any program to which you applied in the coordination phase (regardless of how you prioritized your applications).
Declaration of participation
If you were not admitted to any program in the coordination phase, hochschulstart.de will send you an email about your rejections on 25 February. This email is also your opportunity to declare your participation in the succession procedure. It includes a link that you can use to declare your participation.
The link is valid only from midnight on 25 February 2021 to midnight on 27 February 2021. You may not make your declaration of participation in the succession procedure later.
If you would like to take part in the succession procedure with several applications, you must make your declaration of participation for each application separately.
Coordination regulation and selection
Coordination regulation 4 applies throughout the coordinated succession procedure:
If an application is successful—that is, if you are offered a place in a particular program—this application will automatically be granted admission status and all other applications will be eliminated.
If, for example, you receive an offer of a place in a law program for an application that you deemed “priority 2,” you will be deemed as having been admitted to the program and all other applications will be eliminated (including the application you deemed “priority 1”).
This means that in the coordinated succession procedure, your application priorities are no longer relevant.
Selection
The ranking and your place in the ranking from the coordination phase remain. For example, if Universität Hamburg wishes to fill 4 places after the coordination, the next 4 applicants in the ranking who were not previously admissible and have declared their participation in the succession procedure will be offered places. This selection will continue until the places are filled or there are no more applicants in the ranking. If there are no more applicants in the ranking, the degree program will be subject to a lottery procedure.
Admission and enrollment
The information about admission and enrollment from the coordination phase also applies to the succession procedure. Please also note that the 7-day enrollment period begins from the point at which your acceptance letter is made available electronically in your STiNE account.
The only difference in this case is that, if you have been admitted in a succession procedure, no rejection letters for the eliminated applications will be issued.
The lottery procedure
Conditions of participation
Only those prospective students may take part who were not admitted in the previous coordination phase and who have not already applied for the DoSV degree program in the current procedure.
For example, if you would like to take part in the lottery procedure for law (Staatsexamen), you may not have already submitted an application for the program nor may you have been offered admission for any other application in the coordination phase.
This means that even those prospective students who have not yet taken part in the current procedure may apply for available programs in the coordinated succession procedure.
Note: In the lottery procedure, you may not exceed the maximum number of 12 applications in the DoSV portal.
Participation in the lottery procedure
If you wish to apply for a participating program in the lottery procedure, you need to do so directly via hochschulstart.de, not via Universität Hamburg. To do so, you must register at hochschulstart.de (in case you have not already done so). You can apply for a program in the lottery procedure until 25 February.

Selection
Places may be offered to anyone who applied for the given degree program in the lottery procedure in hochschulstart.de.
A lottery procedure for a DoSV degree program takes place only if there are no further applicants in a possible succession procedure, meaning no further admissions are possible and there are still places available.
Note: It may be that places in a degree program that is participating in a coordinated succession procedure can be filled in that succession procedure, and thus no lottery procedure will be offered for that degree program.
Admission, data acquisition, and enrollment
Step 1: Recording of data in the online application portal (STiNE)
If you are admitted by hochschulstart.de via the lottery procedure in the DoSV portal, Universität Hamburg requires your personal data in order to issue your acceptance letter, including your enrollment application. Universität Hamburg uses STiNE, its online application portal, to collect this data. STiNE involves nothing more than data entry. Reapplying is thus a technical formality only, as you have already been offered a place in the lottery procedure. Data should be recorded following admission in the lottery procedure within the next 2 working days. The data acquisition form needs to be completed in its entirety and electronically submitted.
Note: The earlier you record your data in STiNE, the sooner we can issue your acceptance letter and enrollment application. This is important, because it will facilitate the start of your studies—you will receive your semester documents, including your semester public transport pass, and will be able to register for courses.
Note: You must submit any other necessary documents (see “Enrollment” below) only on enrollment—you do not need to do so when you record your data electronically.
Step 2: Acceptance letter and enrollment
The acceptance letter will be made available in your STiNE account after you send the form required to record your data. You will be duly notified by email.
Therefore, check both the email account you provided in your online application and your STiNE account (under Documents) regularly (at least twice a week).
Important information about your acceptance letter:
- Universität Hamburg sends acceptance letters on Mondays, Wednesdays, and Fridays throughout the coordinated succession procedure. Letters are issued in the morning. If you accept an offer of admission before noon or later, you will receive the acceptance letter by the next printing date.
- You have 7 days to enroll.
- The 7-day enrollment period begins from the point at which your acceptance letter is made available electronically in your STiNE account. Universität Hamburg issues acceptance letters electronically only.
Note: If you are admitted in a lottery procedure, you will not receive rejection letters for the other applications eliminated in the coordinated succession procedure.
Step 3: Enrollment
If you were admitted via hochschulstart.de, you will receive your acceptance letter in your STiNE account. You will find further information regarding your online-enrollment and the checklists on the relevant web pages.
By filling in the enrollment form and uploading the required supporting documents, you declare that you accept the offer of admission and hereby apply for enrollment.
